Rule 43
Exercising the authority of the Head of Office
(1) If the head of an office falls ill or is absent for a short period due to any other reason, the nearest senior employee under him shall carry out the daily work on his behalf.
(2) For the period until the incumbent is appointed or transferred to the position of head of an office that is vacant, the senior employee according to sub-rule (1) shall take charge of the cash balance of that office, office seals, documents and other necessary items for running the administrative work, and the work of the head of the office shall be a substitute until otherwise arranged. (3) The employee who works under the circumstances as per sub-rule (2) shall report to his superior.
(4) If an employee has worked permanently in a position or has worked as an agent in accordance with sub-rule (1) or (2), he shall also be responsible for submitting the book (account) of the period of working in that position. However, in the case of having to submit the book for the whole year, the incumbent must submit the year in which the incumbent has been reinstated and the incumbent or the person acting as a substitute for the year in which the incumbent has not been reinstated.
